My daughter attended AFCC part-time in both the Junior and Senior rooms. I had very high standards for choosing a preschool, and Melissa answered every question (a few pages worth!) exactly the way I hoped. We loved that it's a play based program, and the teachers are knowledgeable of what is appropriate to expect from young children. For example, they do not have the firm age requirement for potty training that most preschools/daycares have. Even though it is play based, there were still learning units like butterfly hatching, planting seeds, sign language, etc. They are great about hand washing --all students wash upon entering for the day, before snack, before lunch, and other times too. Our daughter was only sick a handful of times in 2 years! The teachers in both the Junior and Senior rooms are wonderful and have been there many years. Ms. Nesbitt's detailed end-of-day reports for every child are incredibly impressive! The director, Melissa, and the office/support staff are also fantastic. The fact that they are a teaching facility was also an unexpected plus. While the student teachers are not allowed to do any real caretaking (i.e. toileting help), they are additional adults in the room to play, which means kiddos get more one on one attention. The observation booths were also great to be able to check in on my girl at the beginning of the year or days when she struggled with drop off. Negatives: 1. They serve cupcakes/cookies for snack on children's birthdays and for certain holidays. We're a low sugar family, so I didn't love this, but it's such a great school otherwise, I didn't fight it. 2. One drawback of holding the NAYEC accreditation is that they are only allowed to have outside time for 30-60mins a day (30 in the morning, 30 in the afternoon). I wish there was a way they could fight for a rule change and get outside more. 3. I wished the teachers in the Junior room gave more detailed end-of-day reports. 4. I wish they had a Kindergarten room so we could keep our girl there even longer! Overall, AFCC is truly a gem of a program. We have, and will continue to, recommend it to everyone as highly as possible!
Kacie SpearmanJul 29, 2026Arsenal Family and Children's Center is such a neighborhood gem—we're so pleased we found it. Our son, who had never been in daycare or cared for by anyone but us, started their preschool last year and has settled in amazingly. Recently he stated that his classmates and teachers were like "a little family together," which I think says it all. The children enjoy a wide variety of enriching activities and are taught valuable social skills in advance of attending kindergarten. I can't recommend this school enough.
Laura Vasquez BassJun 18, 2026Ms Christin, Ms Howell and Mario are amazing. I don’t know how could I express my appreciation for all their hard work and support our kids and family. Thank you so much for everything you have done, it is truely helpful. Thanks for your professionalism and expertise. Highly recommended !
Ngọc Huy ĐặngJun 10, 2026As an international student family adjusting to life in the U.S. for two years, one of our biggest concerns was helping our child—who was not yet comfortable with English—settle into daycare, make friends, and feel as active and confident as she had been back in Korea. Since we were new to the U.S. and unfamiliar with Pittsburgh, the early adjustment was not easy for our family. However, thanks to the warm care, guidance, and support from Arsenal Family & Children’s Center, our older daughter was able to complete her year there happily and safely. In terms of language and culture, she started with almost no English, but now she can express herself much more confidently. We truly believe this is thanks to the thoughtful and caring support of Director Melissa, Mrs. Smith, and Mrs. Nesbitt. We are very grateful for everything they have done for our child and our family. Highly recommended!
백영일Jun 2, 2026I participated in the intake process and communicated my availability for the scheduled visit through email and text. Despite that, my case was terminated, and my responses were not reflected in the documentation. This decision has impacted my ability to maintain contact with my child. I would have appreciated clearer communication and a more thorough review of the information provided before services were ended.
Maged RayaApr 13, 2026Arsenal is such a gem. All of the teachers are so patient, knowledgeable, and so great with communication. They were especially patient when helping my son acclimate to the new environment the first few weeks when we first started. We love that they encourage and emphasize social-emotional development during play throughout their whole time at here. Also working in the early childhood field, I have nothing but praises for Arsenal!

Questions parents ask about ARSENAL FAMILY & CHILDRENS CENTER
Is ARSENAL FAMILY & CHILDRENS CENTER a licensed child care provider in Pennsylvania?
- Yes. ARSENAL FAMILY & CHILDRENS CENTER holds Pennsylvania certificate 100134580-0001, listed as "LICENSED" by the Office of Child Development and Early Learning in Allegheny County. The current certificate runs to March 26, 2027. Confirm current standing at compass.dhs.pa.gov/providersearch before enrolling.
What is ARSENAL FAMILY & CHILDRENS CENTER's Keystone STARS rating?
- Pennsylvania rates ARSENAL FAMILY & CHILDRENS CENTER STAR 4 - ACC, on a scale of one to four where four is highest. That tier took effect on September 22, 2025. Keystone STARS measures programme standards such as staff qualifications and learning environment, not inspection outcomes.
Does Pennsylvania record a negative sanction against ARSENAL FAMILY & CHILDRENS CENTER?
- No. The state's provider dataset records no negative sanction against ARSENAL FAMILY & CHILDRENS CENTER at the time the record was published. That is a single field in a snapshot, not a full compliance history, and it is not the same as a clean inspection record. The licensing inspection detail is at compass.dhs.pa.gov/providersearch.
Does ARSENAL FAMILY & CHILDRENS CENTER accept child care subsidy?
- Yes. ARSENAL FAMILY & CHILDRENS CENTER holds a subsidy agreement with the state. An agreement means the provider can bill the subsidy programme, not that a funded place is free today. Eligibility is decided by your Early Learning Resource Center, Early Learning Resource Center for Region 5.
Does this page show inspection results for ARSENAL FAMILY & CHILDRENS CENTER?
- No. Pennsylvania completes at least one unannounced inspection a year at every licensed provider, and publishes the results through the provider search at compass.dhs.pa.gov/providersearch. Those results are not included here, and there is no open dataset of them, so nothing on this page reflects ARSENAL FAMILY & CHILDRENS CENTER's inspection history either way. Look the provider up there and read the licensing inspection record.
