  • Primary stepping stone is a reliable and honest school which operates with integrity. I was glad that my child got the opportunity to attend and experience lots of fun activities that the school provides. Last but not least the staff their are always welcoming.

  • Review is long but I feel it is necessary to save some families some of the mental anguish: I really extended a lot of grace because I heard some good things but parents especially of younger children, Primary Stepping Stones leaves a lot to be desired in my experience. This is a smaller daycare which appealed to me because I believed my child would get the attention he needed, but honestly for what I received I may have had a better experience at a bigger daycare. My child was the youngest at this daycare. The director was well aware that he was coming in as 1 year old. On his first day, the director was not present and the person who was there was not friendly and was acting as though I shouldn’t expect to come in… red flag. Another child was fed my child’s lunch, no big deal right except when I picked him up I found out it wasn’t a food mix up as the other child still had their lunch intact once found, so he ate nothing but whatever snacks daycare had on hand. Of course I was upset and felt like my concerns were not taken seriously. I was told he was doing well and then started hearing the opposite. I discovered that he was being put in the high chair for a large portion of the day due to what I was told were age appropriate behaviors and no one discussed this with us as his parents. When I brought it up, in fact anytime I brought anything up I didn’t feel any sense of urgency to correct anything or like I was inconveniencing the director when I brought this and other things up. Conversations being pushed off or brushed off. Staffing seemed to be an issue although I was never told directly. My child off to the side while other kids were completing activities together. My child fell out of the high chair because he wasn’t strapped in and nobody informed me. Thankfully, he was fine but when I brought it up the response “did that happen this week or last week?” She wasn’t even aware. I had so much anxiety with leaving him at the daycare that there were weeks I paid and just didn’t send him for one or two days. So first the high chair without speaking to me or his dad because in my opinion they knew they were wrong. You cannot restrain a child to highchair except for meal times. He was in the highchair often and I couldn’t receive a reasonable explanation as to why that would be a suitable solution. Not allowing my child to play with crayons and play doh because he puts it in his mouth. Having to make simple requests that seemed very much like common sense, i.e: bringing him to the table to participate with the other children, not rocking him to sleep when that doesn’t happen at home, etc. They always needed time to plan, but the time to plan was prior to someone making a decision to restrain my child in a high chair. There seemed to be a lot of things that broke my trust and it just didn’t get any better, so I had to remove my child, sad because he had been there for at least a year, but I had no choice but to put him in a new daycare. If you are considering this daycare for a child look elsewhere!

  • Our daughter has attended Primary Stepping Stones since she was 2.5 years old. This wonderful preschool has facilitated so many milestones for our little one: reading, writing, early mathematics, sharing, caring, and being a good friend. We are so happy that our daughter has had an excellent start and she is more than ready to start kindergarten! Thank you, Primary Stepping Stones!

  • Our family’s experience with Primary Stepping Stones has been very positive! Their staff is very responsive, flexible and genuinely care about our kids; and the learning they receive is tailored and quality. When you find a childcare center(and I’ve been through my fair share) that has all these qualities and your children feel safe within the quality learning environment, you stay put!

Questions parents ask about PRIMARY STEPPING STONES

Is PRIMARY STEPPING STONES a licensed child care provider in Pennsylvania?

Yes. PRIMARY STEPPING STONES holds Pennsylvania certificate 103863520-0001, listed as "LICENSED" by the Office of Child Development and Early Learning in Montgomery County. The current certificate runs to July 18, 2026. Confirm current standing at compass.dhs.pa.gov/providersearch before enrolling.

What is PRIMARY STEPPING STONES's Keystone STARS rating?

Pennsylvania rates PRIMARY STEPPING STONES STAR 2, on a scale of one to four where four is highest. That tier took effect on October 14, 2025. Keystone STARS measures programme standards such as staff qualifications and learning environment, not inspection outcomes.

Does Pennsylvania record a negative sanction against PRIMARY STEPPING STONES?

No. The state's provider dataset records no negative sanction against PRIMARY STEPPING STONES at the time the record was published. That is a single field in a snapshot, not a full compliance history, and it is not the same as a clean inspection record. The licensing inspection detail is at compass.dhs.pa.gov/providersearch.

Does PRIMARY STEPPING STONES accept child care subsidy?

Yes. PRIMARY STEPPING STONES holds a subsidy agreement with the state. The agreement covers these age groups: Infant and toddler. An agreement means the provider can bill the subsidy programme, not that a funded place is free today. Eligibility is decided by your Early Learning Resource Center, Early Learning Resource Center for Region 17.

Does this page show inspection results for PRIMARY STEPPING STONES?

No. Pennsylvania completes at least one unannounced inspection a year at every licensed provider, and publishes the results through the provider search at compass.dhs.pa.gov/providersearch. Those results are not included here, and there is no open dataset of them, so nothing on this page reflects PRIMARY STEPPING STONES's inspection history either way. Look the provider up there and read the licensing inspection record.
