I am writing to share my experience with Family Based Services now that almost a year has passed and I have had time to fully understand the long‑term impact on my family. I want to begin by acknowledging that there were individuals on my team who genuinely cared and put in meaningful effort, and I am grateful for those people. My intention is not to discredit the entire program, as I do believe it was built with good intentions. However, I feel it is important to be honest about the harm that occurred and the challenges I continue to face as a result. During our meetings, certain statements were made that have continued to affect my home life. Some of the comments led my daughter to believe she was not heard or seen, and others placed responsibility and blame on me in ways that were deeply painful. As a parent who has dedicated my entire life to supporting her mental health, hearing those things left me feeling powerless and defeated, despite the fact that I had been actively seeking help for years. These words did not remain within the walls of the sessions; they influenced how my daughter communicates with me and added to the emotional burden I was already carrying. Nearly a year later, I remain the sole provider for my household while also caring for my daughter and my newborn grandson. I am working three jobs, managing every responsibility alone, and doing my best to maintain stability without any support system. My daughter is now 18, yet I still have to encourage her daily to take her medication and stay consistent with her care. I do not have family to rely on, and the two relatives I did have were pushed away after one particular meeting. When the team left, I immediately regretted ever asking for help, because instead of feeling supported, I was left feeling more isolated and overwhelmed than before. I am sharing this because I hope the program will take time to reflect on how its words, methods, and approaches can shape a family long after services end. Parents who reach out for support should not walk away carrying more weight than when they began, and no parent should be left feeling more powerless after seeking help for their child.
Erica StigallApr 15, 2026ABSOLUTELY HORRIBLE. The workers don’t know anything, they lie, i’m 2 payments behind, IVE BEEN WAITING A MONTH. Very unprofessional environment, if i could give 0 stars I WOULD.

Renaldo MckenzieJun 29, 2024For months I've been trying to contact this office by phone and email, about a tenant they placed in one of my buildings that has created many problems. Trying to contact the housing stabilization supervisor specialist (Angela Boiling) has been impossible for over 6 months. Message full. You can never leave a message. Sent emails, no response. I have learned the hard way that once they place a person, they no longer return phone calls or show any concern. It is very bad, when a program doesn't show any concern for the landlords after they get what they want.
Wanda WalkerMay 4, 2022I found the practice manager Adam and Dr.Powell were very much interested in the well being of the patients. I was having a difficult time at one point and they were patient with me and helped me resolve the issues. Not at all made to feel like a bother. They addressed me with respect.

Questions parents ask about Public Health Management Corporation
Is Public Health Management Corporation a licensed child care provider in Pennsylvania?
- Yes. Public Health Management Corporation holds Pennsylvania certificate 100001664-0067, listed as "LISTED" by the Office of Child Development and Early Learning in Philadelphia County. Confirm current standing at compass.dhs.pa.gov/providersearch before enrolling.
What is Public Health Management Corporation's Keystone STARS rating?
- Pennsylvania publishes no Keystone STARS tier for Public Health Management Corporation. Keystone STARS is voluntary, so a provider with no tier has not taken part rather than been judged. Licensing and STARS are separate: a provider without a tier is still certified and still inspected.
Does Pennsylvania record a negative sanction against Public Health Management Corporation?
- Pennsylvania does not report on this for Public Health Management Corporation. The sanction field is marked "N/A" in the state's dataset, which is not the same as a recorded "No". Look the provider up at compass.dhs.pa.gov/providersearch for its licensing record.
Does this page show inspection results for Public Health Management Corporation?
- No. Pennsylvania completes at least one unannounced inspection a year at every licensed provider, and publishes the results through the provider search at compass.dhs.pa.gov/providersearch. Those results are not included here, and there is no open dataset of them, so nothing on this page reflects Public Health Management Corporation's inspection history either way. Look the provider up there and read the licensing inspection record.
